Lecturer
Dr Natalia Jevglevskaja
Natalia is a Lecturer at UNSW Sydney and an Associate Fellow of the Higher Education Academy, UK. Her research interests cover the regulation of data and new and emerging technologies with a particular focus on international law and comparative law.
Prior to joining the ARC Laureate Fellowship team, Natalia was a Lecturer and a Research Fellow at UNSW Canberra (the Australian Defence Force Academy) where she focused on the application of international law to State operations in the cyber domain, and the law, ethics and value sensitive design of emerging military and security technology. Her monograph on the legal duty of States to conduct weapons reviews is coming out with Cambridge University Press in February 2022.
Natalia’s earlier professional path includes Teaching Fellowship at the University of Melbourne, research and editorial positions at the Max Planck Institute for Comparative Public Law and International Law, Heidelberg, and in-house legal advice on matters of contract and labour law for private sector companies in Germany and Malta.
Natalia completed her undergraduate studies in law at the University of Heidelberg (2011), holds an LL.M in Public International Law from the University of Utrecht (2013), and a PhD from the University of Melbourne (2018).
Research Fellow
Dr Lucien van Romburg
Lucien is a Postdoctoral Research Fellow at UNSW Sydney with extensive international experience having lived, worked, and studied in Hong Kong, Taiwan, South Africa, the UK, and now Australia. His research interests lie at the intersection of law, finance, technology, and development, focussing on the regulation of digital assets, CBDCs, payment systems, and asset-based finance for MSMEs. Apart from academic research, writing, and teaching, Lucien provides support to multilateral organisations (International Finance Corporation, World Bank Group), through the International Law Institute based in Washington D.C. through regulatory and policy advice focussing on asset-based finance to support MSMEs by advising central banks and regulatory authorities. Country project experience includes East, West and Central Asia, Eastern Europe, Middle East and North Africa.
Prior to completing his doctoral degree at the University of Hong Kong (2023), he read for the Bachelor of Civil Law at the University of Oxford as a UK Commonwealth Scholarship award recipient and acted as an Associate Editor of the Oxford University Commonwealth Law Journal (2015). He also graduated top of his class with a Bachelor of Laws, summa cum laude, from the University of the Western Cape (South Africa) and was awarded the Dean’s Gold Medal commendation for being the ‘Best LLB student’ (2010). He was also awarded the Master of the Rolls (UCL) and Raymond and Beverly Sackler (Leiden University) scholarships and was shortlisted for the Harvard South African and Fulbright scholarships. He is also an admitted Attorney of the High Court of South Africa and has practised law in London, Johannesburg, and Cape Town, as a financial services and regulatory lawyer and commercial law litigator.

Dr Max Parasol
Max is a qualified cross border M&A lawyer with extensive experience in Private Equity. He practiced as a lawyer in Shanghai, Perth, and Melbourne. Max holds a PhD surveying artificial intelligence (AI) business models and global AI ecosystems from UTS. In 2021, he will publish a book entitled: “AI Development and the ‘Fuzzy Logic’ of Chinese Cyber Security and Data Laws” (Cambridge University Press, 2021, forthcoming). He speaks, reads, and writes Chinese.
In October 2020, Max joined UNSW Sydney as a FinTech Research Fellow looking at the global FinTech landscape. His research to date focuses on China’s central bank digital currency, Crypto Exchanges, DeFi, blockchain innovations, and payment provider/lending business models abroad.
As a Senior Fellow and Adjunct Lecturer at Monash University he created a unit about China’s innovation ecosystem. He speaks, reads, and writes Chinese.
